Meta Business Suite is where a business manages its Facebook Page and Instagram account, and its settings hold your business portfolio, the thing everyone still calls Business Manager. The portfolio owns your Page, Instagram account, ad accounts, Pixel and the permissions of everyone who works with you. Ads Manager is the separate tool where you build and measure paid campaigns.

Why set this up before you spend a dollar on ads? Because whoever creates the assets decides who owns them. A business whose Page sits on a former employee's profile, or whose ad account lives in an agency's portfolio, usually finds out the day it wants to switch providers. A proper setup takes an hour or two.

Setting up your business portfolio, step by step

1. Secure your personal profile

Before anything else, turn on two-factor authentication on your Facebook profile. Meta lets portfolio admins require two-factor authentication for people in the business portfolio, and can restrict access for those who don't set it up. If your personal profile is hacked or locked, you can lose access to everything the business owns.

2. Create a business portfolio

Go to business.facebook.com and log in with your personal profile. If you don't have a portfolio yet, you'll be asked to create one: the business name (no special characters), your name and a business email. According to Meta, each person can create up to two business portfolios, though you can be added to as many as you need (creating a business portfolio).

3. Add your Page and Instagram account

In the portfolio's Settings, under Accounts, add your Facebook Page. If the Page already belongs to another portfolio, such as a former agency's, you'll have to ask them to release it, because each asset can belong to only one portfolio. Then add your Instagram professional account and check it's connected to the Page.

4. Create an ad account

In the same area, under Ad accounts, create a new account. Three choices are hard to change later:

  • Currency: the one you're invoiced and report in, such as USD or GBP.
  • Time zone: your local one, so the daily budget resets at your midnight and reports match your working day.
  • Name: the business and its purpose, for example "Riverside Roasters, ads".

Changing currency or time zone on an active account is awkward and in practice usually means moving to a new ad account, so get it right now.

5. Add a payment method

Under Billing and payments, add a card, or PayPal where offered. Things small businesses run into:

  • Declined cards. If a charge fails, check with your bank before changing anything in Meta.
  • Receipts and tax. Receipts are downloadable in the same section. Sales tax or VAT may be added depending on where you are, and since July 1, 2026 Meta adds a 2% location fee on ads shown to UK audiences. More in how much Facebook ads cost.
  • New account limits. New ad accounts may start with a spending limit that rises as you build a payment history.

6. Add people

Under Users, then People, invite the people who work with you. Give each one only what they need: someone who posts content doesn't need ad account access. Make sure at least two trusted people have full control of the portfolio, so if one loses access the other can recover it.

7. Connect WhatsApp

If you plan to run ads that open a WhatsApp chat, link your WhatsApp Business number to the Facebook Page from the Page settings. The difference between the WhatsApp Business app and the WhatsApp Business Platform is explained in WhatsApp marketing for small business.

How to set up Facebook Ads Manager for your first campaign

Once the ad account sits inside your portfolio, Ads Manager is ready at adsmanager.facebook.com. Before your first campaign, check that:

  1. You're in the business ad account, not a personal one created years ago.
  2. The Page and Instagram account appear as identities when you create an ad.
  3. Your Pixel is attached to the ad account, if people will land on your website.
  4. Payment works, before launch day.

Then decide whether you need Ads Manager at all for this job. For a quick local post, a boost may be enough; boost post vs Ads Manager explains when each fits. The full campaign build, from objective to reading results, is in Facebook ads for small business.

Meta Pixel setup and Conversions API, in plain English

The Meta Pixel is code on your website that tells Meta when a visitor does something important: views a page, leaves their details, books, buys. The Conversions API sends the same events from your server or website platform instead of the visitor's browser. It fills in what the Pixel misses because of ad blockers and browser privacy settings. Meta recommends using both, and it removes duplicates when the same event arrives from both sources.

How to create a Pixel

  1. In Events Manager, click Connect data and choose Web.
  2. Name the dataset and enter your website address.
  3. Choose guided or manual setup. Meta recommends the guided setup, and suggests installing the Pixel together with the Conversions API (setting up the Meta Pixel).
  4. If your site runs on Shopify, Wix, Squarespace, WordPress with WooCommerce or a similar platform, use its built-in Meta integration. According to Meta, a partner integration usually takes less than an hour, while a direct developer integration can take weeks (Conversions API setup options).

Which events to set up

EventWhen it firesWho it's for
LeadSomeone submits a formService businesses, landing pages
ContactA click on call, text or WhatsApp on your siteLocal businesses
ScheduleAn appointment is bookedClinics, studios, consultants
PurchaseAn order is completed, with its valueOnline shops

After installing, open Test events in Events Manager and trigger each event once to confirm it arrives. A Pixel that never sends a Lead event is the most common reason a leads campaign to a website doesn't learn. If you're choosing between a website form, an instant form and a WhatsApp chat as the destination, see Facebook lead ads.

A note for health and wellness businesses. Since early 2025, marketers have reported that Meta classifies some health and wellness advertisers as a sensitive category and restricts which website events they can share or optimize for. If you run a clinic, a practice or a wellness business, check Events Manager for a notice about restricted data before you build your measurement around a Lead or Purchase event. On-platform instant forms or chats may be the more practical option.

Giving an agency access without giving away ownership

This is the part small businesses most often get wrong. The rules:

  1. Your assets stay in your portfolio. Page, Instagram, ad account and Pixel.
  2. The agency gets partner access. In Settings, under Partners, enter the agency's business portfolio ID, choose the assets and the access level. According to Meta, only people with full control of the portfolio can add partners, and a partner can't pass your assets on to another business (giving a partner access).
  3. Never share a password. Not for your Facebook profile and not for Instagram.
  4. Don't let the agency open your ad account in their portfolio. If you part ways, the history, audiences and Pixel data stay with them.
  5. When you part ways, remove the partner in Settings and check no individuals still have access.

AI tools should work the same way when connected properly. PowerAds, for example, connects to the Meta accounts the business owns to run campaigns, so the assets stay yours, and anything that costs money is shown to you as an approval card before it happens.

Business verification

Business verification proves to Meta that your business is real. You don't always need it to advertise, but some tools, such as the WhatsApp Business Platform, require it. You start in the Security Center of your portfolio settings, and you need full control of the portfolio (verifying your business).

What helps you pass the first time:

  • An exact match. Legal name, address and phone number identical to your official documents.
  • A working website on HTTPS showing the same details.
  • An official document with your legal name and address. The accepted documents are listed during the process and vary by country. Self-made documents, blurry scans and expired documents get rejected.
  • A quick response. If Meta asks for more information and you don't answer in time, you may have to start again.

Common problems and fixes

ProblemWhat usually happenedWhat to do
Ad account disabledSuspected policy breach, failed payment or unusual activityCheck Account Quality and request a review
Ad rejectedAn advertising policy issueEdit the ad, or request another review if it's a mistake
Instagram missing as an ad identityNot connected to the portfolio or the PageAdd it in portfolio settings and check the Page connection
No access to the Page after an employee leftThe Page was managed from their profilePrevent it with two admins and a business portfolio
Pixel not reportingCode not installed or event not set upCheck in Test events in Events Manager

The most important rule: before you open more accounts to get around a restriction, appeal through the official channel. Creating new accounts to work around a restriction can lead to wider restrictions.

With the foundations in place, you're ready for the first campaign. Every step, from choosing an objective to reading results, is in Facebook ads for small business.
