Facebook lead ads are campaigns built to collect contact details from potential customers, not likes or reach. In Meta Ads Manager you choose the leads objective and then decide where people end up: an instant form that opens inside Facebook or Instagram, a chat in WhatsApp or Messenger, or a landing page on your website.
Which one is best? An instant form brings the most leads at the lowest cost per lead, but you'll need to filter them. A click-to-WhatsApp or Messenger ad brings warmer conversations, as long as someone replies fast. A landing page suits expensive or complex services where people need to read and be convinced before they leave their details.
This guide covers all three, how to improve lead form quality, how to test a form before you pay, what to do in the first minutes after a lead arrives, and how to measure what a good lead really costs. If you're new to Meta ads, start with Facebook ads for small business.
Three ways to collect leads on Meta
| Instant form | Chat (WhatsApp, Messenger, Instagram) | Landing page | |
|---|---|---|---|
| What the customer does | Fills in a form inside Facebook or Instagram | Starts a conversation with you | Visits your site and fills in a form |
| Effort for the customer | Lowest, details are pre-filled | Low, they're already in the app | Higher |
| Lead volume | Highest | Medium | Lowest |
| Typical quality | Mixed, needs filtering | Warm, they're already talking to you | High, they read and decided |
| What you need | A form and a privacy policy | A number or account linked to your Page, someone who replies | A page, the Pixel and Conversions API |
| Best for | High-volume services, sign-ups, quotes | Local businesses, price and availability questions | Expensive services, B2B, trust-heavy fields |
Instant forms: setup and lead form quality
How to set one up
- In Ads Manager, create a campaign with the Leads objective.
- At the ad set level, choose Instant forms as the conversion location (the label varies slightly between accounts).
- At the ad level, create a new form.
- Choose a form type. Meta offers More volume, which is quick to fill in and submit on a phone, and Higher intent, which adds a review step where people see their details and confirm before submitting (instant form types). There's also a rich creative option with more room for images and text.
- Questions. Name, email and phone are pre-filled from the profile. You can add your own questions, including multiple choice.
- Privacy policy. Meta requires a link to your business's privacy policy, and it can't point straight to a PDF or image file.
- Completion screen. Say what happens next ("We'll call you within two business hours") and add a button: call, message you, or visit your site.
How to improve lead quality
The well-known problem with instant forms is leads who don't remember filling one in. What helps:
- One qualifying multiple-choice question. "What's the zip code of the property?", "When do you want to start?", "Rough budget?". Someone who answers is more committed than someone who just tapped submit.
- Higher intent. The review step lowers volume and raises quality. If your cost per lead is low but the leads are poor, this is the first thing to try.
- Honesty in the ad. Show a price range, the area you serve and what happens after they submit. People who don't fit won't fill it in.
- Conversion leads optimization. If you get enough leads, you can send outcomes from your CRM (contacted, qualified, booked) back to Meta and choose the conversion leads performance goal, so Meta looks for people who become customers rather than people who fill in forms. Meta's developer documentation lists the requirements: it works with instant forms only, and expects at least 200 leads a month and daily CRM uploads. Integrations through tools like Zapier or a CRM partner take far less time than a custom build.
Test the form before you pay
Before you switch on a budget, make sure every lead reaches someone who will act on it:
- Fill in the form yourself from the ad preview on your phone.
- Send a test lead with Meta's Lead Ads Testing Tool, on Meta's developer site. You'll need to log in with an account that manages the Page.
- Check it arrived in your CRM, spreadsheet or automation, and that someone got a notification.
Where leads are stored
According to Meta, you can download leads as a CSV file from Ads Manager, from the instant forms section of Meta Business Suite, or from Leads Center, and a lead's details can be downloaded for up to 90 days after it's submitted (downloading leads). Anyone who downloads a file once a week usually finds the lead has gone cold. Connect a CRM or an automation that sends an instant alert by text, email or WhatsApp.
Click-to-WhatsApp and Messenger ads
An ad that opens a chat asks nothing of the customer. They tap, a chat opens with a pre-written message, and they send a question. According to Meta's documentation, click-to-WhatsApp ads work with the engagement, leads, sales and traffic objectives, and with the leads objective Meta optimizes for conversations.
Which app to choose depends on your customers. In the UK and much of Europe, Latin America and Asia, people routinely message businesses on WhatsApp. In the U.S., more customers expect a call, a text or Messenger, so test Messenger or Instagram Direct as the destination as well.
What you need:
- A WhatsApp Business number linked to your Facebook Page (for Messenger, the Page itself). You link it from your Page settings or from Ads Manager with a verification code.
- A greeting and a fast first reply. A pre-filled question in the ad ("I'd like a quote for a bathroom remodel") and an automatic reply that says when you'll get back to them. Setup and opt-in rules are in WhatsApp marketing for small business.
- Someone who answers. That's the whole point. A chat that waits hours goes cold fast.
The weakness is measurement. Meta counts conversations started, not good leads. To know what really happened, label chats in WhatsApp Business (new lead, quote sent, won) and count them every week.
What about an AI agent replying in WhatsApp? On June 3, 2026 Meta made its business AI agent for WhatsApp available globally, and other providers offer bots and agents too. The trade-offs are in WhatsApp AI agents for small business. Before you connect one to a paid campaign, check it's available on your account, answers naturally and hands off to a person when needed.
Landing pages: when they're worth the effort
A landing page is the slowest and most expensive option to set up, but it wins in some cases:
- The service is expensive. Someone requesting a $40,000 remodel wants to see past work, reviews and how the process works.
- You need to filter. A page that explains prices and terms cuts poor-fit enquiries.
- You want full measurement. With the Pixel and Conversions API, Meta knows exactly who left details and looks for more people like them.
For layouts that work in different trades, see small business landing page examples. Without a Pixel that reports a Lead event, don't run a leads campaign to a landing page; the system won't know what to optimize for. Setting it up is covered in Meta Business Suite, Ads Manager and Pixel setup.
The first five minutes after a lead
You can spend a lot on leads and lose them right here. A simple routine:
- Instant alert. Every lead goes to the phone of whoever handles it, not just to an inbox.
- First contact within minutes. A short message with their name and what they asked for: "Hi Dana, I saw you asked about a kitchen remodel. When's a good time to talk?"
- A call when they're available. If they don't answer, one more try that day and one the next. Not ten.
- Record it. In a spreadsheet or CRM: source, date, status, value.
Follow-up vs marketing. Replying to someone who asked you to contact them is part of the service. Adding them to marketing texts or emails is different. In the U.S., marketing texts generally need prior express written consent under the TCPA, and marketing emails must follow CAN-SPAM. In the UK, PECR requires consent for marketing texts and emails, with a limited "soft opt-in" for existing customers. If you want to market to leads later, add a separate, unticked consent checkbox to the form using a custom disclaimer. Store lead data securely and give access only to people who need it.
Measuring cost per quality lead
The cost per lead in Ads Manager is just the start. The number that decides whether a campaign is profitable is cost per paying customer.
| Metric | How to calculate | Why it matters |
|---|---|---|
| Cost per lead (CPL) | Spend divided by leads | What Meta shows you |
| Contact rate | Leads you reached divided by all leads | Exposes fake details and wrong numbers |
| Cost per qualified lead | Spend divided by leads that fit | Compares channels fairly |
| Cost per customer | Spend divided by customers who bought | The number that decides if it pays |
A worked example, with numbers for illustration only: an instant form campaign spends $1,500 and brings 60 leads, $25 per lead. You reach 30, 12 fit and 4 buy: $375 per customer. A WhatsApp campaign with the same budget brings 30 conversations at $50 each. 18 fit and 6 buy: $250 per customer. The campaign with the more expensive lead is the cheaper one.
How much does a lead cost in your industry? In WordStream and LocaliQ's 2026 U.S. benchmarks, lead campaigns averaged $27.39 per lead, from about $12 in career and employment to about $62 for dentists. Industry tables and budget math are in how much Facebook ads cost. Compare against your own numbers after two weeks, not against an average.
If you'd like someone to set up the campaign, the form or landing page and the WhatsApp destination for you, PowerAds does it from a WhatsApp conversation: it shows a plan with the cost, builds after you approve, then runs and improves the campaign. The ad budget is paid to Meta separately.
