A WhatsApp chatbot for business answers customers using menus and rules you define: "Reply 1 to book, 2 for prices." A WhatsApp AI agent understands free-text questions, answers from your business information and can take actions such as booking an appointment or qualifying a lead. If your customers ask a handful of predictable questions, a simple bot is enough. If you get lots of varied messages, especially in the evenings, an agent usually earns its keep.
The cost has three parts: Meta's fee per message, a subscription to the platform that runs the bot, and sometimes setup. Since October 1, 2026 Meta charges again for service replies beyond 1,000 free ones a month per phone number, so it's worth recalculating even if you already have a bot.
There's also a new player. In June 2026 Meta announced Business Agent, its own AI agent for WhatsApp, free to get started. That changes the question from "which bot should I buy?" to "do I need anything beyond what Meta gives me?"
Rule-based bot vs AI agent
| Rule-based bot (menus) | AI agent | |
|---|---|---|
| How it works | "Reply 1 for appointments, 2 for prices" | Understands "got anything Tuesday after 5?" |
| Unexpected question | Gets stuck or loops back to the menu | Tries to answer, and is sometimes confidently wrong |
| Setup | You design a conversation tree | You feed it business info, rules and examples |
| Main risk | Customers get annoyed with menus | A wrong answer about price or availability |
| Best for | A few fixed questions and a clear process | Varied questions and lots of free text |
Most systems now combine the two: menus or buttons for defined actions (book, check order status) and AI for open questions. For the broader difference between an agent, a chatbot and a chat assistant like ChatGPT, see what an AI marketing agent is.
What a WhatsApp bot or agent can do for a small business
- Customer service: opening hours, address, prices, cancellation policy, order status.
- Appointments: show free slots, book, remind and confirm. This needs a connection to your calendar or booking system.
- Lead qualification: a few short questions (what, where, when, budget) before you call. Especially useful for chats coming from click-to-WhatsApp ads.
- Sales: recommend a product from the catalog and send a payment link.
- Marketing work for the owner: a different kind of agent that talks to you, not your customers, and prepares posts, ads and landing pages. PowerAds.ai is that kind of agent. It doesn't replace a service bot, but it can work alongside one.
Meta's Business Agent: what we know
According to Meta's announcement of June 3, 2026, Business Agent can answer questions about your business, recommend products from your catalog, book appointments, qualify leads and close sales, in the customer's local language and in your tone. You decide when a team member steps in. Meta also said more than one million businesses were already using a Meta Business Agent on WhatsApp and Messenger.
What to check before you switch it on:
- Availability. Meta said it is expanding to businesses "big and small globally", with some features starting with a select number of businesses. Look in your WhatsApp Business app to see whether you have it.
- Price. In the app it was announced as free to get started, with paid subscriptions planned in the following months. On the WhatsApp Business Platform it's billed at $2 per million tokens, which Meta estimates at about 4 to 5 cents per message, and it is charged even inside the free window that click-to-WhatsApp ads open.
- Language. Meta hasn't published a list of supported languages. Test it with how your customers really write.
- Control. Check what it says about prices and promotions. An agent that invents a discount creates a real problem with a real customer.
The January 2026 rule: not every AI is allowed on WhatsApp
From January 15, 2026, Meta restricts "AI Providers" on the WhatsApp Business Platform: providers of general-purpose AI assistants may offer them only where Meta is legally required to allow it. Since then Meta has listed the markets where it must allow this, including Brazil, Türkiye and the countries of the European Economic Area, and charges AI providers for service messages in some of them. Meta's definition covers providers and developers of AI technologies such as large language models and general-purpose assistants, and it says the policy doesn't change pricing for other businesses. A business using AI to answer its own customers about its own services isn't what the rule targets, but ask your provider to confirm the bot is limited to your business topics.
How much a WhatsApp chatbot costs: every component
| Component | Cost | Notes |
|---|---|---|
| Service messages (your replies within 24 hours of the customer's message) | First 1,000 a month per number free; then, for example, $0.022 (UK), $0.0068 (Brazil), $0.0034 (U.S. and Canada), $0.0014 (India) | Meta's rate card, effective October 1, 2026 |
| Marketing templates (messages you start) | For example $0.0635 (UK), $0.0625 (Brazil), $0.0118 (India); not delivered to U.S. numbers | Need opt-in |
| Utility templates (reminders, confirmations) | Same as service rates in each market | Now charged inside the 24-hour window too |
| Meta Business Agent on the API | $2 per million tokens | Meta's estimate: about 4 to 5 cents per message |
| Bot and inbox platform | Wati: $59 to $279 a month billed annually. respond.io: $99 to $349 a month billed monthly. AiSensy (India): AI agent builder add-on from ₹1,350 a month | Meta's message fees are extra on all three; some advanced AI features are add-ons |
| Setup and integration | Varies widely | Often quoted per project |
Platform prices as listed on November 1, 2026. Meta's full per-country card is on its pricing page, and Meta normally changes rates at the start of a quarter.
Example: a clinic with 500 chats a month
Say a clinic gets 500 chats a month and the bot sends an average of 6 messages per chat: 3,000 service messages. The first 1,000 are free and the remaining 2,000 cost about $44 in the UK, $14 in Brazil or under $3 in India. If every bot message came from Meta's Business Agent on the API instead, Meta's estimate of 4 to 5 cents per message would put 3,000 messages at roughly $120 to $150, wherever the clinic is. Add the platform subscription on top.
The takeaway: plain messages are cheap, and the platform and your setup time are usually the bigger costs. AI-generated replies are the line item to watch. Also remember the free window: a customer who arrives through a click-to-WhatsApp ad opens a window of up to 7 days in which your messages are free, except Business Agent messages.
Language and tone: test before customers do
Message your bot from another phone, the way a real customer would, and check:
- A question with slang and typos: "u open tmrw arvo? how much roughly".
- A message mixing two languages, if your customers do that.
- A question your information doesn't cover. A good bot says "let me check and get back to you" instead of making something up.
- A price question: is the figure right, and does it say whether tax is included?
- "Can I talk to a person?" How fast does that actually happen?
Privacy and handing over to a human
The WhatsApp Business Messaging Policy allows automation within the 24-hour window but requires "prompt, clear, and direct escalation paths" to a person, such as an agent handover in the chat, a phone number, email or a support form. In addition:
- Don't ask for sensitive data in the chat. The policy forbids asking customers to share full payment card numbers or financial account numbers, and restricts health information where regulations prohibit it.
- Check where conversations are stored, who can read them and for how long. Data protection laws such as GDPR, UK GDPR, India's DPDP Act and Brazil's LGPD can apply to chat records.
- Outbound messages are a different matter. A bot replying to people who wrote to you is service. A bot sending offers to a list needs opt-in under Meta's rules and local marketing laws, as explained in WhatsApp marketing for small business.
This is general information, not legal advice.
How to choose: match it to your situation
| Your situation | What probably fits |
|---|---|
| A few dozen chats a week and you reply the same day | Greeting, away messages and quick replies in the free Business app |
| Lots of repeat questions and you work alone | Meta's Business Agent in the app, after testing it |
| You need menus, a calendar or CRM connection, several agents | The WhatsApp Business Platform through a provider, with a built-in bot |
| Leads from ads that need screening | A short qualifying bot that passes screened leads to a person |
| You need help with marketing itself, not customer replies | A marketing agent that works with you |
You can also combine them. Meta lets you connect a number that already runs on the WhatsApp Business app to the API through a provider and keep replying from the app on the same number. There is a cost: existing broadcast lists become read-only, and some tools such as quick replies and labels don't carry over to the API side. All the differences between the app and the API are in the WhatsApp marketing guide, and the wider role of AI in a small business's marketing is in AI marketing for small business.
PowerAds.ai isn't built to answer your customers. It's a marketing agent you talk to on WhatsApp or in a web chat, in English or Hebrew: you write what the business needs, it shows a plan with cost and timing, and after you approve it builds posts, videos, landing pages and campaigns on Meta and Google Ads. Anything that costs money waits for your approval. If you already have a service bot, the two work well side by side.
Questions to ask a WhatsApp bot provider
- Are Meta's message fees passed through at Meta's rates, or marked up?
- Which AI model does the agent use, and can I limit it to my own information?
- How does handover to a person work, and does the customer see it happen?
- Where are chats stored, for how long, and can I export or delete them?
- Can I keep using the WhatsApp Business app on the same number?
- What does setup cost, and what happens to my number if I leave?
